Russia, Belarus and Ukraine offer arms to Qaddafi

Russia is unlikely to get what it wants from Libya.

Before Muammar Qaddafi came to Moscow, analysts thought he would sign military contracts worth between $2 billion and $4.5 billion with Russia. However, while the Kremlin staff was busy searching for a place to build a Bedouin tent for Qaddafi, the “son of the desert” was thinking about his bargaining tactic in Russia, Belarus and Ukraine.

Russians view the three countries as fraternal, but Qaddafi sees them as the “Slavic bazaar” where they compete against each other.

The colonel’s itinerary was carefully plotted, from Russia to Belarus and to Ukraine, because in Moscow the Libyan leader saw the full range of Russian military items for sale, such as the Ka-52 Alligator helicopter, the Su-35 multirole fighter, the T-90 tank, and the latest version of the S-300 air defense system.

Even the Russian army lacks most of these novel systems, which definitely are not cheap. Russia has other cheaper, simpler arms for sale. It inherited them from the Soviet Union, just as Belarus and Ukraine did.

Libya ‘ready to host Russian naval base’

Libya is willing to host a Russian naval base as a means of security against any possible U.S. attack, a Russian business daily said on Friday.

Libyan leader Muammar Qaddafi will pay an official visit to Russia at the invitation of President Dmitry Medvedev from October 31 to November 2.

The Kommersant newspaper cited a source close to the preparations for the visit as saying that the Libyan leader was planning to raise the naval base issue during talks with the Russian leadership.

“The Libyan leader believes that a Russian military presence in the country would prevent possible attacks by the United States, which despite numerous Libyan attempts to amend bilateral relations is not in a hurry to embrace Colonel Qaddafi,” the paper said.

Libyan leader Qaddafi arrives in Moscow on official visit

qaddafiLibyan leader Muammar Qaddafi arrived in Moscow on Friday on a three-day official visit at the invitation of Russian President Dmitry Medvedev.

Qaddafi, who has ruled the oil and gas-rich African state since 1969, last visited the Russian capital in 1985, before the breakup of the Soviet Union.

Earlier in the day Mikhail Dmitriyev, head of the Federal Service for Military-Technical Cooperation, said that deliveries of Russian air defense systems, combat aircraft and warships would be among the key issues to be discussed during Qaddafi’s visit to Moscow.

Libya was one of the key buyers of Soviet arms with estimated deliveries worth $20 billion. Moscow supplied Tripoli with about 300 combat aircraft, up to 4,000 tanks and dozens of air defense missile systems, as well as warships and small arms. Now the outdated equipment desperately needs modernizing.

According to open sources, Libya’s armed forces are 90% equipped with Russian or Soviet weaponry.

After his visit to Russia, Qaddafi will pay an official visit to Kiev on November 4-6, the Ukrainian presidential press service announced on Friday.
